Compositeur britannique, il débute comme choriste à la Cathédrale Saint Paul, étudie l'orgue, prend à 16 ans le poste d'organiste au Collège Saint Michael à Tenbury Wells dans le Worcestershire, obtient une licence de musique à 19 ans à Oxford, est nommé organiste et maître des choristes au Collège Magdalen mais poursuit ses études musicales au Saint Edmund's hall, remporte un doctorat en 1865, tient le poste d'organiste de l'Université, rehausse le niveau du chant choral à Oxford et succède à son ancien maître, Sir John Goss, au poste d'organiste et de maître de chœur à la Cathédrale Saint Paul, est appelé à donner fréquemment des récitals d'orgue, apprécié pour ses vues pragmatiques sur l'éducation musicale, devient examinateur dans plusieurs universités, est nommé Inspecteur de l'Education musicale dans les écoles élémentaires d'Angleterre, écrit des ouvrages sur l'harmonie et l'orgue, sa vue s'étant dégradée en 1888, démisse de son poste à la Cathédrale pour ne se consacrer qu'à l'enseignement de la musique à l'Université d'Oxford, décède subitement au cours d'une visite en Italie en 1901.

Son activité professionnelle ne lui laisse que peu de temps pour la composition. On trouve toutefois une œuvre appelée The Crucifixion donnée en 1887 à l'église paroissiale de St Marylebone, œuvre sous-titrée "Une méditation sur la Passion sacrée du Rédempteur saint". Cette œuvre est écrite pour des églises paroissiales "moyennes" mais la musique est de qualité. Les paroles sont tirées directement de la Bible et ont été sélectionnées et arrangées par le révérend J. Sparrow-Simpson ; on y trouve notamment l'intégralité en anglais du v. 1:12 des Lamentations de Jérémie dans la partie 17 (Is it nothing to you, all ye that pass by? Behold…) et le début du verset Is it nothing to you est repris dans un développement paraphrasé du verset 12 dans la partie 18 The Appeal of the Crucified :
